CROOK COUNTY FEDERAL EMERGENCY FOOD & SHELTER PROGRAM (EFSP)

At United Way of Central Oregon (UWCO), we are responsive to our community’s immediate needs by facilitating the allocation of resources throughout our community, directing resources to where they will impact those who need it most, and ensuring our community members are cared for.

This year, we are helping with the deployment of $70,857 that the U.S. Department of Homeland Security’s Federal Emergency Management Agency (FEMA) has made available to support agencies providing emergency food, and shelter services in Crook County.

Under the following phases, Crook County has been awarded $70,857 to supplement ongoing emergency food and/or shelter programs in the County, the spending deadline for all of which is 12/31/24.

• Phase 39 (2021): $10,942
• Phase ARPAR (2021): $33,820
• Phase 40 (2022): $12,207
• Phase 41 (2024): $13,888

UWCO is now accepting applications from local 501(c)(3) nonprofit, faith-based, and governmental agencies in Crook County wishing to receive funding for these services. All organizations providing these essential services to individuals in Crook County are eligible to apply for a grant.

ELIGIBILITY REQUIREMENTS

Any applicant funded by this program must certify that it:

• Will spend all funds and close out the program by the spending deadline, which is December 21, 2024.
• Is a nonprofit or an agency of government. 
• Has a voluntary board (if private, voluntary, nonprofit organization).
• Has a FEIN (Federal Employer Identification Number).  
• Has a UEI (Unique Entity Identifier) number (note that a DUNS number will not be accepted). 
• Has an accounting system or fiscal agent approved by the Local Board. 
• Has a checking account and agrees to sign up for EFT (note that cash payments, including petty cash, are not eligible under ESFP).  
• Has a valid email address for program communication and electronic signature processes. 
• Has demonstrated the capability to deliver emergency food, shelter, and/or clothing programs. 
• Has the staff and capacity to take on the added responsibility of increased capacity resulting from EFSP funding.   
• Is currently providing the emergency food, shelter, and/or clothing services in Crook County for which the agency is seeking funding and proposes to use funds to supplement or expand existing programs and services (i.e. is not intending to start a new program with this funding).  (Note that ESFP funds can only be used for: mass shelter, other shelter (emergency housing at motels, etc.), served meals, other food (food bought for pantries), rent/mortgage/utilities (metered and non-metered),  supplies (e.g. an item used in a meal center, diapers, gift cards for food/diapers), and/or PPE (limited to 10% of total award). )
• Does not charge any client a fee for services funded by EFSP.   
• Practices nondiscrimination (those agencies with a religious affiliation wishing to participate in the program must not refuse services to an applicant based on religion or require attendance at religious services as a condition of assistance, nor will such groups engage in any religious proselytizing in any program receiving EFSP funds). 
• Has the ability to log onto the Emergency Food & Shelter Program website to draw down funds and complete reports with documentation on how funds were spent.   
• Will expend monies only on eligible costs and keep complete documentation for at least 3 years. 
• Will retain required reports and documentation and provide, as requested, to the EFSP. 
• Pays vendors directly within 90 days of service. 
• Will spend all funds and close out the program by the spending deadline. 
• Will not use EFSP funding for any lobbying activities. 
• Has no known Emergency Food and Shelter compliance exceptions (i.e. does not have any open Local Recipient Organization (LRO) holds).  
• Will not use federal EFSP funds as a cost-match for other federal funds or programs. 
• Has not received an adverse or no opinion audit. 
• Has not been debarred or suspended from receiving Federal funding.
